There might be some element of truth to it. I get a sense that peer pressure and the notion that "it runs in the family" takes precedence. But calling it cultural when there are material incentives and highly over-blown medical claims is a bit repulsive to those who abhor this practice. And any notion of 'prevention of masturbation' is just absurd.
You simply cannot ignore its origins either. There's absolutely nothing which suggests that it has "evolved" over time in large parts of the middle east and Africa where the practice is rampant purely for religious reasons (including the removal of the clitoris). This to me is just disregarding of the rights and individual of a child. They are not the property of their parents. I do hope that those who did have their foreskin removed think twice before subjecting anyone else through the procedure in the future.
