If he gets through your passwords, then they're in the wrong place. Put one at the windows logon or even in the BIOS at startup although if you do, never forget what it is (when you turn on the computer, press DEL at startup to enter BIOS setup, then look for a password at startup option).
Then you log out or turn off the computer when you're not using it.

Too funny, I had a roommate in the Navy that would steal my fingernail clippers all the time. I ended up locking his comp up in my closet when I went home for vacay, when I got back we duked it out, I got the much better end of the exchange and we never had problems with him touching my stuff again. SO definently beat him up.
