Why not just ban people outright for a week instead of this warning system?

Because we always have a warning first , then banning.
And we're far too lazy to actually PM people to warn them.
Now its just point and click.

And besides. Whys it bothering you all ? Just ignore it being there. Its hardly affecting you.
