It's obviously not harsh noise or anything like that, but I'd say it does belong to the general world of noise music.

I think to be able to consider it noise music you really have to water down the definition of the genre to something along the lines of focus on non-melodic sounds.

Disintegration Loops noise music? I don't really think so, it's ambient to me but they're is most definitely a strong melody that repeats itself.
