I've heard this track before a few times but never knew who did it.
The intro vocals sound like Japanese or maybe even Native American with a quirky, delicate quality, and a faint choral backup. Then the track goes rhythmic with some sampling, and the vocals repeat over the rhythym track. Here's a video with the music being used in the background.
