What is this song!? (singer, music video, white stripes, member, show)

I heard a song on a music channel and can't remember the name of it, I wanted to show someone cos I think it's funny. Throughout the music video it's a red and black background with rose (?) petals.

Part of it is sung through a megaphone.

At the end, the singer does a load of 'hoooooing'.

I can't remember who it was that sung it, do you know?

I THINK the singer has a top hat on, not not 100% sure though...

Reminds me of Muse, I'm not sure if it is though, but tell me if it reminds you of any songs by them

the first song I couldn't remember ...with woo hoos but pretty slow, i think on one of their first 3 records
