I Need Help With A Song!!! (lyrics, cd, cd player, member)

Hey everybody!
I need a help with a song that's been on mtv these days. I don't know the name of the song or the artist, but I can describe you the video.
It is maid in that way, that is actually a guide on how to make a video with no money in 21 steps. There is a guy in it, wearing a shirt with the sign Boilivia. And then there is sigh with step 1 of 21 - borrow a camera, then step 2 of 21 - put a cd in a cd player and so on. There are some other steps as invite your friends, use special lighting, show a beautiful girl, prepare mesmerizing ending...
And on the end there says, that next time there will be one on how to get the money for your next video. I don't remember the lyrics, but if anyone knows the artist or the name of the song, please help me!!!
