I am helplessly addicted to Hypnos 69 right now..and I must admit..that's not a bad thing. This, one of if not THE, best progressive rock band out there right now that's not considered part of the classic bands, in my opinion. I mean maybe this band's not the most progressive or groundbreaking but they exert something into their music I feel most progressive rock bands lack..and that's feeling. I often times feel like some progressive rock/metal bands are wanking around on the guitar just to do so and show off, but these dudes, I don't feel that. I don't know, maybe I'm way off about progressive rock in general but that's just how I normally feel when listening to neo-progressive rock and such. Then again with new progressive metal, not so much rock, I feel like a majority of the bands are carbon copies almost which just voids the point of it being 'progressive' music, lol.

Also, this isn't a recommendation to anyone in particular just people in general who have no heard them.

I feel a lot the same concerning the subject of crabon copies. The (rock) band Hinder. They remind of just another (Throwback), Mainstream rock band. They have a couple good popular rock songs that I like OK, but I haven't had the chance, as of yet, to listen to much of their material. I know there's a lot of good bands out there. For me, its having/making the time to spend, "listening to the radio" to discover new bands.
I will have to give Hypnos 69 a listen. Since I'm also, a fan of Progressive Rock.

I've only read some reviews on George Starostin's site and wonder if I should torrent anything by them?

More of a question than a recommendation, but... is Lou Reed's album, Berlin, considered progressive rock? Some people consider it art rock, but what's the difference?

Few new up and coming bands to check out...
Syd Arthur, Wolf People, 12 Stone Toddler, The Slytones.....all amazing unknown psychedelic bands.

it's more like early prog-punk, not really progressive rock, but has extended passages - and it's conceptual

art rock is mostly instruments playing weird stuff like Trout Mask Replica, I guess, progressive rock has a more classical based structure of progression

I'm looking for a modern prog band with some metal (or any other kind of influences) elements with some awesome riffing and great instrumentation.

Psychedelic is not as melodic as this song you've posted.
If you hear king Crimson, then you'll understand what psychedelic is.
