Is this sound considered to be reggae? If yes, can anyone recommend me any songs that's alike to it? Preferably sung by a woman.

Errr...no. How is this Reggae? Sarah Mclachlan has always made introspective pop/rock and the song has been covered many times from artist's as varied as Elvis Costello to Billie Holliday.
