They do play music. Perhaps derivative, uninteresting, uninspired and uninspir
ing music but it is music all the same and denying that is pretty idiotic. Unless you're some sort of idealistic purist or something, in which case your argument could be taken so far as to deny that Mozart is music (as has been commonly done), but barring that, you have no particular reason to deny it's music just because you don't like it. Even if it were just noise, as you say, then even a lot of ambience constitutes a type of music. Suffice to say, Nickelback are not an ambient band

Why do radio stations play them? Because Nickelback play a radio-friendly rock format which the masses of listeners strongly identify with. It's really not so nonsensical. We're talking about a commercial product, here. It's marketable. It brings in the dollars. It makes sense.
Why should people stop listening to them? Most people are not dedicated music fans. Most people just want something simple in the background that they can identify with, without any deep analysis or the likes. Something that's easy to listen to, not something quirky, idiosyncratic, unique etc. Far as dedicated, analytical music fans go, I'm pretty sure Nickelback's not on anybody's A-list. But most people just don't fit into that category.
Even disregarding all of that, Nickelback, for what they are (i.e. a strictly commercial pop-charting mid-tempo balladry pop-rock act), are the best at what they do by a walk, and are masters of their craft. They know how to strike precisely the right chords. It works. Maybe it's YOU who should stop listening to radio-friendly pop-rock radio stations! Then you won't have to hear them. That might be one step in the right direction.
