Well crap thats awfully specific, a lot of the 90s most relevant artists formed in the 80s.

My picks

Nirvana
Bjork
Radiohead
Smashing Pumpkins
Primal Scream
Beck
Pearl Jam
Red Hot Chili Peppers
My Bloody Valentine
Janes Addiction
Flaming Lips
Blur
Rage Against the Machine
Portishead
Massive Attack
DJ Shadow
Elliott Smith (STFU Ethan)
Pavement
Air
Tool
Slint
Fugazi
Dr. Dre
Alice In Chains
Mr. Bungle
Ozric Tentacles (best prog band of the 90s? They got my vote)
PJ Harvey
Soundgarden
A Tribe Called Quest
Yo La Tengo
Primus
Wu Tang Clan
Pantera
The Verve
Phish
Incubus
Spocks Beard
Wilco
Company Flow
The Melvins
Pixies
Sonic Youth
Public Enemy
Foo Fighters (Colour and the Shape was good at least)
Weezer (whatever Ethan The Blue Album is awesome)
U2 (if only for Atchung Baby)
Other stuff

To sum it up. My taste is way too undiscriminating for its own good.

If its not secluded just to bands in the rock and metal genre,

I'd say The Magnetic Fields, Neutral Milk Hotel, and Radiohead

Well, although Muse was around in the 90s, I will have to say Foo Fighters.

Probably Pavement. They released all of the material during the 90's, and all 5 albums were solid. 3 of the 5 albums were exceptional, and 1 of them (Crooked Rain, Crooked Rain) was a masterpiece. Their last two were good, but not on par with the others.
