Page by a fair amount. Sure the early stuff was really just pentatonic wanking but his production method and later compositions show some serious technical virtuosity.
The average Sabbath riff might be a bit more technically demanding than the average Led Zep riff but I can't think of anything Iommi composed that compares to something like Achilles Last Stand.
