If people have clean water, healthcare, highways, antibiotics it really wouldn't matter what cultural practices are happening. A sect of the population would continue adhere to their roots and may suffer.
Orthodox Christians anywhere in the world refuse blood transfusions, people are superstitious when it comes to vaccines, people continue to smoke cigarettes, etc.
Illogical cultures exist in the first world as well. I don't think you can point the blame at certain African cultures for ebola.
