Yes, but it's still an issue that is very tied to race in a way and with issues that are different from the privilege of the middle/upper classes over the lower classes or other facets of the larger problem so it's still important to specify the racial aspect. It's race baity largely because people in general get defensive when their position in society that they've seen as normal for their whole life is called into question, not because pointing out the racial issue in the terminoloby is inherently provocative.
It's like Black Lives Matter vs All Lives Matter.
