Edward O Wilson approaches it through Chomsky’s revolutionary theory in linguistics. Wilson explains the evolutionary changes that would have to take place and why it’s not totally impossible. While he’s at it he Wilson offers an alternative to Dawkins Selfish Gene theory.
It’s basically a matter of people who are predisposed to a certain manner of doing things being the ones that breed.
