^ That sounds like a very prejudiced description. Why hoops? Why dumb? and what are humans entitled to "from the start"?
If I go to a doctor, I want him to have proved himself competent as he progresses through a series of educational stages, each one designed to build on the previous in such a way that the student can acquire a grasp of an extremely complex body of knowledge. That's achieved by schooling, not by humans being "entitled" to be doctors "from the start".
