I thought it was an allegory about being in love, my bad. The lyrics seemed to be in the same vein as How High the Moon, or Fly Me To The Moon -- especially the latter.

There is more going on in the song than just bird watching. She wishes the bird could take her to heaven where she can say goodbye to her love.
