China will side with the Sub-Saharan and America and Europe might send peace keepers who will stand around with their ding dongs in their hands. The river flows north and China is heavily invested in arms sells and oil imports (to China) from the region. China can broker it so the entire region below Egypt benefits from the power source. The dam is getting built and Egypt is losing most of their water supply and China is going to get cheap oil and continue profitable trade relations.
