Entire local economies run off military bases that contribute nothing to the community except the members are given checks from the government to spend. Long term. If it’ll work for completely pointless military bases it’ll work for anything. It might as well be environmental restoration. Even if by some amazing sequence of events the environment heals just keep paying people to do nothing like the military does.
