He can go there, instruct the warden to open the cells and the gates, tell the staff to go home and put them on paid leave - instruct the United States Attorney General to issue green cards to all the former occupants.

He’s still got a couple business hours left today. I’m pretty sure he can afford to put them up at the Sheraton for the meantime.
