It wasn't a "joke" but a thorough and logic examination of the facts of wearing a face mask when one wants to for any reason they want to versus wearing a seat beat outside of a car and out of doors, in a paahk. The part of it where the guy in the seat belt meets an 18 wheeler is an homage to Chuck Jones and Michael Maltese a la Wile E Coyote versus an 18 wheeler. The scenario wasn't to be taken literally. Man, the only person I thought I could have offended with that would have been Ralph Nader.
