From the way I defined fusion as rock band playing jazz of a certain sort, you would start with separate classifications for the artist and the music they play.
So artist(s) could be electronica duo, singer / songwriter, jazz band, big band, power trio, etc. They can play various genres defined by their compositional and other musical traits, like prog rock, fusion jazz, ambient, etc.
So this is classifying two different things and separating genre from instrumentation and performers (unless otherwise noted). This sometimes works and other times doesn't. It's purely descriptive. This way, a singer- / songwriter could f ex. play thrash metal.
This is different from the way you're thinking which is one definition where both artist and the music they play kinda blend together. So I guess you might say the genre of music a band plays defines whether they're f ex. a jazz band or rock band. If a big band plays rock, they're a rock band.
It's arbitrary and whatever (who cares?), but it might at least help understanding and any potential discussion if we sort between these different ways of classification.
