America (aka us) has said that we will not leave until the threat posed by insurgents is non-existant.
Now, if you can see how those two positions put us into a circle of violence (directed against Shi'a Muslims, who then retaliate against Sunni Muslims) will never end. This is what you call a civil war.

but it makes absolutely no sense for Shiite's to rebel against america by attacking Sunni's. theyre obviously just using that as an excuse to do what theyve wanted to do for hundreds if not thousads of years. theyre just using the US as a scapegoat. And if the US wont leave until the Insurgants are gone, and the Insurgants wont leave until the US is gone, then let them fight each, thus avoiding a civil war
