Drugs in horsemeat sounds like a dumb media panic to me.

I think the concern is that, in the West, because horses aren't expected to be eaten, more dangerous hormones (and probably even illegal drugs for competitive horses) are more likely to be used on them, whereas cattle raised for slaughter are under tighter regulations and a reasonable expectation that it will be consumed by humans.
