John Darnielle
Tom Waits
Bill Callahan
Nick Cave
John Lennon
Don McLean
Amanda Palmer (I know, I know - but this is totally subjective, and I can name over a dozen songs of hers which have given me fucking chills.
Trey Anastasio (When he's not being goofy / most of Phish's lyrics weren't written by him so don't judge me.)
Thom Yorke
Jenny Lewis (Hers are almost the easiest to relate to for me)

I don't think I could name a whole 10, but Colin Meloy, Kevin Barnes, and Jarvis Cocker are some of my favourites. I like my writers to walk the line between comedy and tragedy.

Has Alex Lifeson written any lyrics with the exception of the songs on his solo record- "Victor" (which I did not find overly impressive)?

My list (not in order)
Bob Dylan- It's alright Ma, I'm Only Bleeding, Desolation Row
Greg Graffin (Bad Religion)- Any song, the guy is incredibly intelligent and has lectured at Harvard on his lyrics (can be found on You Tube)
Ian Anderson- Thick as a Brick and almost anything else
James Keenan Maynard- Judith (A Perfect Circle)
Peter Hamill- Man-Erg
Peter Gabriel- Suppers Ready
Robert Hunter- So many great Dead lyrics
David Bryne- Don't Worry About the Government, anything on Fear of Music, his simplicity is amazing
Neil Peart- The Camera Eye
Tom York- I think "Hail to the Thief" is his lyrical peak
Cedric Bixler-Zavala- The uniqueness of his word choice and vocabulary is pretty amazing
