Just shout at the dog and kick it if you have to. If you see the owner say "put your dog on a leash, dickhead."

I'd be careful with that. In Maryland, a secret service guy of all people shot a Siberian Husky who was playing with his dog and the animal lovers pretty much ran him out of town.

I tried lesser measures. Ineffective. It’s amazing how adamant people are about not leashing their dog. The death threat is like pow nice leash dude.
