How would you know how many pedophiles there are who don't act on their impulses. By their very nature they're going to keep them to themselves, making it very hard to determine just how many of them there are. For all we know the vast majority of pedos might never touch a kid in their lives.

Exactly. If you don't know it, you can't label them as such. Do you see what I'm getting at? If you're labeling someone as a pedophile, to ba sure there's some sort of evidence that would give to that label.
