Obviously. But you're talking about a website, and that's what people would be using now, so that can't claim sixty plus years of success. Besides, how did they do it before the internet? It can't have been easy or very legal, so things have probably changed a lot since then. I don't know how they operated before the internet. Probably with a brick and mortar office, like any other organization. They have an address listed in Washington D.C. And easy travel between European countries is a good thing. I was sharing this as an option for people whom have been denied a passport from their government. A way to bypass unjust restrictions. The link to their website is in my post. Delve as deep as you'd like, but your mind is clearly already made up.

It absolutely is. If someone were to ask me if they should use this service, with the minimal proof of acceptance you've provided here (and made no attempt to answer my question as to what percentage of overall applications that represents, or to find out) then I would say no, stay the hell away. No way to know if it's legal, secure or even dangerous to give your details to these people. You frankly would have to be stupid to try this, in my opinion.
