All the good ones are released in December, not much time to judge.
I think it's between NINE and Avatar, but that judging from the trailers and my personal research.

In order of release... kinda...

American Psycho (2000)
Snatch (2000)
Zoolander (2001)
28 Days Later (2002)
Dog Soldiers (2002)
Anchorman (2004)
Shaun Of the Dead (2004)
The Descent (2005)
Kiss Kiss Bang Bang (2005)
The Departed (2006)

^That was harder than I'd imagined, even if I just stick to British and American films as well. Can't really be bothered right now, but I'll probably edit in a sentence or two about each one later.

I must add Into the wild (2007) to my list. Great film by Sean Penn, didn't know he had it in him to be honest. Big change for Emile Hirsch from The girl next door to this, and of course the soundtrack also was really good.

It really does show the same effect the ghetto can have on people from all across the world, the desire to try and build something new and better for yourself, or just say **** it and bury yourself further in.

A film that's as informative as it is enjoyable. The scene where the teenagers have to shoot their younger counterparts is worth the admission price alone. Blistering.
The past decade for me was definitely not one where I caught a lot of movies, but I do have say that this was definitely one of the best and most memorable movies I saw. Since my memory is really not up to snuff enough for a top 10 list I'll just throw in how much I loved The Wackness (2008?), since I don't think it's been mentioned yet. The soundtrack alone is worth the price of admission.
