He's right. I really just browsed through my Rap&Hip-Hop section and picked my favorite 10. Apparently J Dilla make it when he probably shouldn't have.

I generally stay away from foreign rappers, lyrics play a big part in hip hop, it does no good if I can't understand what they're saying. If the production is good though I'll be willing to take a listen.

Buck 65 started off for me on Dark Was the Night with the song "Blood PT.2" amazing!!
