I wouldn't define underground by a desire to remain underground. It just refers to someone who isn't very well-known, but who has some following and/or who is relatively active despite the fact that they're not very well-known.

Examples of people who were underground but who "blew up"--almost everyone who became mega-famous. They were underground prior to their widespread fame.

Back in the old days before strip mining this was a one of the dangers of being a coal miner. You could blow up and still be underground.
