If its not secluded just to bands in the rock and metal genre,

I'd say The Magnetic Fields, Neutral Milk Hotel, and Radiohead

Well, although Muse was around in the 90s, I will have to say Foo Fighters.

Probably Pavement. They released all of the material during the 90's, and all 5 albums were solid. 3 of the 5 albums were exceptional, and 1 of them (Crooked Rain, Crooked Rain) was a masterpiece. Their last two were good, but not on par with the others.

Nirvana for me, they had a very heavy impact in the 90's.

*favorite* According to Ethan's formula they're not a 90's band though.
