He also produced albums for David Bowie, U2, Roxy Music, Robert Fripp, Genesis, King Crimson, Jon Hassel, Harold Budd, and quite a few more. As far as I can tell, he started deep techno and set the pace for ambiance.

Disagree. Virtuoso has nothing to do with inventiveness. The way he manipulates studio production is good, not groundbreaking. Brian Eno is a better musician than a lot of virtuosos I'd take him over Dream Theater any day, but really, no he's not a virtuoso.
