At this point he's a steady backup, or a mentor goalie that you bring in to help out a young guy. Yeah I seriously doubt they can keep Vokoun. Even if they could I'm not sure if Tallon would. They can't just rush Markstrom in though, you're right, so maybe Giggy would be a fit for a good cap hit. Markstom has massive potential though. Clemmensen has a pretty low cap hit, so I'm sure they can do something with him, even if it's waiving him to the minors.
