No, that's not what he said. He didn't mention anything about repealing the Civil Rights Act. Basically, he just thought that it was wrong to keep business owners from deciding what race they serve. It doesn't mean he's racist or that he's in favor of getting rid of the act... it just means he's a strong supporter of the laissez-faire governmental philosophy (which, in my opinion, seems to be a flawed ideology).

It was pretty much a political move aimed to gather support from the GOP's base.
