nope federal laws don't apply elsewhere, if it's regarding the age of consent, unless the resident can legally prove it was actual rape, not statutory rape

Okay, maybe that's where I mixed up things. I was thinking more of on a federal level where each state has their own laws and you have to obey the law of the state in which the girl is a resident of and not where the act occurs.
I took that to an international level and it doesn't apply internationally.

the drinking age being 21 doesn't even matter. Most teens ARE drinking by 16 here in the states.
