Because the "established way it's handled" isn't universally established. They've been doing polls on this recently, the answer given isn't universally equal. Oh and I found this link which actually kind of explains it nicely:

It basically reiterates that it's a universal guideline so that everyone can do math the same way. It also talks about the multiplication/division and addition/subtraction situation.
