Yeah... it is difficult to say. Grunge has roots in a few styles, that trying to put it in one genre or the other is difficult.

Essentially I believe grunge was a form of music that took it's inspirations from hardcore punk and sludgy metal like Black Sabbath. So trying to catagorize the style as a whole becomes difficult, depending on what band you are basing your catagorizing on.

Mudhoney owed more to the punk, they had more of an influence from hardcore, while Tad owed more to the Sludgy sounds of Black Sabbath. Each band will either mix the sounds well, or lean towards one or the other..

But then you get into say a band like Thread or Truly.... they add elements of psychedelic... and other styles.

Trying to pidgeonhole grunge to metal or punk can prove difficult, because it owes to both, and as i say, depends on the band you are basing your view on.
