It is correct that the maximum determinate penalty is 21 years, but it is still possible to receive lifetime imprisonment by a penalty called containment (forvaring in Norwegian). If the prisoner is still considered a danger to society and likely to commit more crimes after serving his original sentence, the prisoner gets five years additional containment. And then five more years, five more years etc.

Finding the right words is difficult for me. The bombing and massacre saddens me deeply but still I can't even imagine how it must be for the victims and the people who lost their loved ones. I'm confused and frightened: I honestly didn't believe there could exist so much evil and hate in a person. It's inhuman, impossible. But is still happened.

I very much agree. I'm proud of how Norway as a nation has handled and responded to this tragedy.

I can't help but feel slightly relieved that this wasn't an extremist muslim attack. The degree of discrimination and prejudices towards foreigners it would have caused is a frightening thought.
