Well actually, is there any big reason as to why there's not a specific song promotion board? I mean, if you make a minimum post count or something for it I highly doubt it'd be abused. It doesn't work because people still promote all over the boards regardless. Spammers usually don't come in and examine the boards to make sure they spam in the right section.
They generally spam in as many places as possible for more exposure, or in relevant genre forums.
The lyrics forum works because it really doesn't make sense to post lyrics anywhere else in the same way, and many people find that forum through Google. Also, the people posting there are generally not trying to promote material in the same way people try to promote their music.
