To say whether or not it's better or worse is completely subjective. To say that it's "different", however, is undeniable.

I mean, Hell, your mind processes music differently when you're in different moods, tired, super-alert...anything.

I don't think that being on any drug is necessary or even undeniably conducive to any music listening experience. I'm just saying that it's a different way to experience music, and I'm a fan of having as many experiences as is humanly possible.

To each his/her own.

As an aside:
I've found that while stoned, the sort of music I've been drawn to as a positive experience has been acoustic, melodically complex, or rhythmic. Stoned jazz is actually something I particularly enjoy, although I'm a huge fan of jazz while sober or under the influence of other non-cannabis substances. Not so big on it drunk.
