Mace of Molag Bal and Mehrunes Razor and so on are upgradeable.
Adding to what Yac suggested, before upgrading, I recommend doing a little enchantment. If you can, enchant a ring, amulet, chest armor and perhaps some more stuff that ups your smithing skill. Equip all that before upgrading any armor and weapons. I've also found a potion that ups your smithing skill a bit for 30 secs called Blacksmith's something ..

Enchanted and upgraded (legendary) ebony bow is the most powerful bow I've had yet. The basic ebony bow is more powerful than the glass one.
