Could be, though the soldiers on that album cover a pretty modern looking for LOTR, as are the skyscrapers.

I'm 99% sure it's an Asian demon. It looks a heck of a lot like Chinese and Japanese demon masks. Plus, the singer of the band is Asian-American and the guitarist is from Japan.
