I don't know if theres a momentum in an intelligence quotient. There certainly isn't in an individual. Brilliant children rarely go on to do impressive things. Further more, people tend to be driven by passion to achieve, not brilliance so the rising and falling rates would more than likely be cyclical within the races while the whole of the Human Race moves forward.
And I doubt that people mate along IQ lines. Between beauty, height, money, and build its almost impossible to say people look beyond that to establish themselves with someone who is intellectually symmetrical.
