It's tough to choose one, but at this moment, it's possibly Plastic Surgery Disasters - Dead Kennedys. "Terminal Preppie" was a major laugh when I heard it first in an era where the Preppie was growing in social status in The US while "Trust Your Mechanic" also hit a home run for me knowing about the US public's love of Psychiatrists. It was more to do with the time, but there it is. I also could have said Fresh Fruit or even Frankenchrist, but in the long run the best DKs non-compilation album is down to their '82 album for me, with the inner sleeve booklet hitting the final home run (Winston Smith's artwork is great!), making this my favorite Punk album (at the moment...).
