It seems like you can't have one without the other. I'm sure you could make it now since the blue print is already available. But, back then... it's hard to say. My argument for needing "influence" would be to look at some the legends we hold in revered light from that period; Peter Green, Roky Erickson, Brian Wilson, Brian Jones and Syd Barrett. They are considered some of the brightest, most creative minds of the psychedelic period and they're all considered "acid casualties". Clearly, their genius is associated with psychedelics, specifically LSD.
Whether or not they actually relied on psychedelics, along with everyone else from that period is probably individual to the artist. Total buzzkill answer, I know. But it's probably the truth.
