Although they could be a race, that doesn't mean that they are a race. The social construct idea means that people have to label themselves - and those who they recognise as sharing a chosen set of characteristics with them - as a race.
So to be a race, Americans or Canadians have to start referring to themselves and each other (or being referred to) as being part of a race based on their nationhood. Until this happens, Canadians aren't a race. According to that silly theory.
