Cheif can only use the energy sword he's obtained from deceased foes, the UNSC does not supply energy weapons as a load out. Master Cheif must still follow galactic protocols and UNSC regulations. But yes, he has more freedom in particular combat scenario's.

Good point. Cheif may be slightly more aerodynamic(especially with his jet pack attachment) however he will still be encumbered by traditional ammo. Samus Aran doesn't have such issue except for her missiles.
