Sorry but I just can't find it. I thought late 90's flashing lights and a car it must be Puff Daddy. Then when you said the car might have been jumping I thought it must be west coast (Dr. Dre, Ice Cube, ect.). But I've been searching and I just can't find a video that matches your description.
