Pantha du Prince. Love it. As ozzystyles over at RYM put it (better than I ever could):

You're tired, right? Maybe even a little drunk or stoned. But you can't sleep. You've tried to, that's why you're either a bit drunk or a bit stoned, but something keeps you awake so you go out and buy yourself an ambient moods CD full of the sounds of wind chimes and some kind of Tibetan gong being drizzled with the fresh spring water trickling down from Mount Everest. Content that this will do the trick you climb into bed again and press play and a noise like a gentle applause from an appreciative though not ecstatic audience greets you before the real ambient tinkling kicks in.
But as it soothes you the guy living in the flat below you (oh yeah, you live in a block of flats with walls which carry very low sounds) starts playing his techno music and the throb of the bass is too loud to be overpowered by the simple mountain chimes of an ambient moods release and so the tranquillity of your purchase is shattered as the two moods, dance and not dance (sleep), compete for your attention and in doing so both fail in their intentions.
